INTRODUCTION:
This position is located at the Child Development Center, Morale Welfare Recreation Department, Naval Base Guam.
SUMMARY OF DUTIES:
Assists in the development of a CYP training plan and assists with identifying and addressing training need. Rev. 09/ 23/ 2013 Assist with orientation training for new CYP employees and CDH providers. Assists in execution of Standardized Module Training and completion of orientation, initial, an ongoing annual training. Assist in maintaining training records and individual training pans and preparing training status reports. Assists in ensuring completion and documentation of required mf1nthly training. Works with CYP Program assistants to ensure modules are completed. Encourages and supports of continuing higher education of employees and providers. Provides information about the Child Development Associate (CDA), the Military School-Age Credential (MSA), and higher level opportunities. Mentors employees in this effort. Assists in supporting and implementing the required Navy curriculum to be used by CYP (i .e., supports implementation and education of the Navy standardized curriculum within the Child Development Center (CDC) , including assisting CY Program Assistants and Leaders by documenting observations and assessments, evaluating classroom environments, reviewing weekly activity plans, and providing additional training when needed). Assists in ensuring the quality and consistency of developmental programming to include environment, equipment, materials, program structure, curriculum, risk management practices, and oversight and coordination of activity schedules and lesson plans. Assists in coordinating programming that supports the children d youth's physical, social/emotional, cognitive and language development regardless of setting or length of time in care. Completes monthly classroom observations and assists in providing feedback. Role models appropriate behaviors and techniques working with children and youth. Assist in selecting developmentally appropriate toys, materials, and equipment. Helps to maintain a resource file library to aid in preparing lesson plans and activity schedules and to assist with training objectives. Assists with the development and implementation of parent education and parent participation programs. Assists with the provision of training to employees to ensure classroom compliance with fire, safety, and sanitation rules and regulations. In the absence of the CYP Training Specialist t, incumbent may assume Training Specialist responsibilities and perform duties d requirements of the position under the gu1dance of the CYP Director with Oversight. Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
A Child Development Associate (CDA) credential, Military School-Age (MSA) credential or equivalent AND 3 years of experience where the incumbent displays knowledge of a competency in developmentally appropriate programming; OR 2-year degree in Early Childhood Education (ECE) , Child Development or related field of study, which can include Youth Recreation, Physical Education, Elementary Education, Secondary Education, Youth Development, Psychology, Social Work, Home Economics with an emphasis in Human Development or other degrees as appropriate AND 2 years of full-time experience working with children or youth; OR 4-year degree in the above fields of study AND a minimum of 1 year of experience working with children or youth. A minimum 2 year degree is preferred. Must be at least 18 years of age with a high school diploma or equivalent. Knowledge, skill, and ability to assist managing a developmentally appropriate program for the age groups served. Knowledge and background of child and youth programs including principles, practices and techniques of child and youth development. Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect. Knowledge of the NAEYC, COA and NAFCC accreditation criteria and process, the required programs of the BGCA, 4-H, and the skills and knowledge to implement the Department of Defense (DoD) certification standards. Knowledge in interests and motivation of individuals and groups. Skill in planning, organizing, and implementing a variety of programs. Skill to assist in developing curriculum outlines, courses of study lesson plans/guides, and to conduct training workshops. Ability to provide guidance and leadership to employees and providers. Ability to assist in training employees on a variety of issues including recognition and identification of childhood illnesses and child abuse, etc. Ability to assist in identifying and responding to emergency situations including evacuations, child illness, and physical and emotional disorders. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills .Position is subject to special inoculation and immunization requirements as a condition of employment for working with children. Must pass a pre-employment physical, provide evidence of immunization and be free from communicable disease. Satisfactorily complete all background checks in accordance with PL 101-647 to include National Agency Check with Written Inquiries (NACI). Must satisfactorily obtain or complete required training certificates and maintain certifications or credentials required of federal, state or National Accreditation institutions utilized as part of DOD’s Child and Youth Programs.
