RESPONSIBILITIES: Major duties and responsibilities are summarized below.

Plans, develops, manages and maintains fitness program for the command. Program involves planning and administering a wide range of fitness and nutrition programs that meet the needs of the active duty personnel, Department of Defense (DoD) civilians, retirees, and family members. Acts as the JRM fitness expert, initiating and promoting extensive and well-rounded fitness programs that puts emphasis on the active duty military. Program development is centered on meeting the Navy's and DoD's fitness standards and directives that includes program scope, quality, and uniform operating procedures, financial standards and program review. Manages the Command Fitness Leader (CFL) program and insures validity of the program by maintaining instructor/trainer certification. Responsible for multi-year appropriated and non-appropriated fund budgets, implementation and annual equipment procurement. Ensures that Fitness program operations comply with OSHA, BUMED, OPNA V, OPM and other related operating and safety policies, programs and instructions. Supervises and oversees performance of employees and contractor personnel providing front-line customer service in fitness facilities. Responsible for developing overall fitness training plan. Provides guidance and leadership to the fitness program. Schedules and publicizes fitness programs, insuring maximum effectiveness in attracting and motivating participants. Continuously evaluates the effectiveness of on-going fitness programs from the standpoint of participant responses, resources, unforeseen developments, and program objectives.

Knowledge of the basic principles and techniques of fitness that would be gained through completion of a B.S. Degree program from an accredited college or university in the field of physical education, or exercise physiology or equivalent experience.

Knowledge of a very wide range of the principles, concepts and techniques of fitness, wellness and nutrition such as would be gained through extensive experience in planning and conducting fitness and sports programs, which knowledge enables the employee to plan and conduct a large, a-typical fitness program. Knowledge of bio-mechanics, fitness testing and exercise prescription supplemented with a knowledge of proper procedures in the use of strength training equipment, nutrition, physical fitness programming and testing. Must have knowledge and experience with DoD Fitness Standards and Navy regulations that can be applied as the SME for the JRM area. Knowledge of the range of activities and services of participant interests and needs typical of a fitness program, which enables the employee to develop and conduct a very large, effective and exceptionally diversified program in this specialty area. Knowledge of the wide range of concepts, principles and practices for procurement and budgeting for health and wellness programming with both appropriated and nonappropriated funding. Ability to effectively promote and defend programs and program direction to ensure appropriate staffing levels and sufficient funding. Skill in developing and adapting new methods, approaches and procedures for the most effective management of a fitness program of unusual size, scope and complexity on a JRM wide basis.
