RESPONSIBILITIES: Major duties and responsibilities are summarized below.
Is responsible for all circulation service operations. Independently performs circulation and registration duties by implementing established procedures for circulation functions. Maintains automated and/or manual circulation files to include all charged-out materials, user database files, registration files, reserves, document delivery, interlibrary loans, lost items, and overdues. Maintains and compiles up-to-date library statistics on circulation, attendance, reference questions, and other requested data. Assists the supervisory librarian in developing and implementing programs and the marketing and publicity of library services and events. Assists with the technical services process as needed. Assists in conducting tours and group orientations. Effectively assists in training new staff in circulation service procedures. Courteously receives and greets visitors and answers their questions. Promptly and courteously answers telephone calls.

Must have 1 year specialized experience in a library that provided specific knowledge of library rules, policies, and procedures for circulation and technical service.
Must be able to read, write, and speak English. Must have experience or training that demonstrates the ability to perform computer data processing. Must have experience in a library that provides the applicant with general knowledge of standard library rules, policies, and procedures in circulation services. Must have typing experience. Must possess skill in dealing with the public.
Successful completion of a National Agency Check is required.

WHAT ARE PREFERENCES? Preferences are advantages in the candidate selection process. Individuals can claim the

1. Reemployment Priority List (RPL): Qualifying separated employees shall have priority placement in the NAF activity from which
they were separated as a result of a Business Based Action (BBA), when the position has substantially the same duties as the
position from which they were separated and it is not a higher grade or employment category, provided the position is not being
filled by an internal candidate. To claim this preference, you MUST:
•Submit a copy of your BBA Separation Notification indicating eligibility for RPL.
2. Military Spouse Preference (MSP): Qualifying spouses eligible for MSP are spouses of an active duty military member of the
U.S. Armed Forces, including members of the National Guard or Reserves on active duty. The marriage must have occurred
before the military member received official permanent change of station (PCS) orders to Guam. MSP is applicable only when
applying for NAF positions at the NF-03 and below and equivalent craft and trade (CT) positions. To claim this preference, you
MUST:
•Complete and Submit MILITARY SPOUSE PREFERENCE (MSP) CLAIM FORM. Form may be downloaded from:

3. Veteran’s Preference/Gold Star Veteran's Preference: Qualifying military veterans, and spouses/parents of deceased veterans
shall be given employment preference over non-preference applicants if they are equally qualified. Preference applicable for
