RESPONSIBILITIES: Major duties and responsibilities are summarized below.
Incumbent assists in the administration of a comprehensive HR program that includes a diverse employee population working at multiple sites within CJRM and subordinate commands, which includes but is not limited to Naval Base Guam (NBG), Andersen Air Force Base (AAFB) Guam, and Marine Corps Base Camp Blaz (MCB CB) Guam. Incumbent may perform one or a combination of the following functions: Classification, Recruitment, Employee Relations, and Benefits. Provides advice and assistance to managers and/or supervisors on classification matters for all positions assigned to their organizations. Determines appropriate title, series, pay band, and grade levels for white collar and craft and trade positions. Provides advice on classification and/or reclassification of position descriptions and general classification process information. Performs complex position analysis in collaboration with managers and/or supervisors in preparation of position descriptions and crediting plans. Advises and assists managers and/or supervisors with identifying appropriate pay range within the pay band for a position based on the classification determination. Provides analytical and technical guidance to managers and/or supervisors on the recruiting process, staffing strategies, special programs, relocation (e.g., Permanent Change of Station (PCS)), and retention programs. Performs all required duties related to recruiting (e.g., complex position analysis to determine position and skill requirements, recruiting resources, areas of consideration, and short and long-term recruiting needs; and working with managers and/or supervisors to prepare crediting plans). Initiates and processes requests for personnel action by utilizing the CNIC NAF personnel database Systems, Applications and Products Human Resources (SAPHR) for recruitment, employee personnel data changes, processing of awards, etc. Ensures accurate and timely payment related to recruiting actions and PCS claims. Performs all required duties related to staffing (e.g. verifies employment eligibility and qualifications, ensures priority preference programs are appropriately utilized, conducts onboarding, reviews and verifies required paperwork, and initiates and validates personnel suitability checks and security clearance investigations are conducted). Initiates, reviews, and submits Background Check Questionnaires for National Agency Checks (NACI) for all CNIC NAF employees and contractors that work with children. Uses various online systems and/or contacts to check criminal history through local authorities and Central Registry, individual states, and military installations. Serves as administrator for electronic fingerprint transmission to the Office of Personnel Management (OPM). Provides guidance to managers and/or supervisors regarding handling of employee relations issues (e.g., performance, administrative, discipline), appropriate action(s) to be taken, and prepares required letters and/or documents. Researches and interprets policies on employee relations issues (e.g., substance abuse, equal employment opportunity (EEO), sexual harassment, changes in working conditions/schedules, leave requests/administration, job related stress). Serves as a representative or technical advisor, before appropriate formal judicial proceedings (e.g., arbitration, administrative hearings). Participates in settlement negotiations. Performs all required duties, including providing advice and assistance to, and collaborating with, current Region and Installation staff, retirees, prior CNIC employees, dependents, vendors, and/or other NAF Department of Defense (DoD) staff, on matters related to benefits’ program administration (e.g., insurance (medical, dental, life), Long Term Disability, Workers’ Compensation (WC), Family Medical Leave Act, Flexible Spending Account, Affordable Care Act, Retirement, 401(k)). Develops communication materials to explain CNIC NAF HR policies. Serves as Regional NAF HR liaison working closely with Regional APF HR staff on issues/actions affecting both APF and NAF employees. Performs other related duties as assigned.

Knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments in the areas of classification, recruiting, staffing, placement, employee relations, and/or benefits. Knowledge of CNIC organizational structure and mission(s) of organizations serviced to perform the full range of HR services. Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to functionally specific areas of HR. Knowledge of security objectives, programs, methods, and procedures. Skill in the use of a Human Resources Information System (e.g., SAPHR, Defense Civilian Personnel Data System). Skill in processing security clearances, conducting background checks, in/out processing personnel, and/or conducting security investigations. Skill in the use of Microsoft Office Programs (e.g., Word, Excel , Access, Power Point, Outlook) and database management systems to accurately capture and analyze data. Ability to interpret and apply OPM classification guidelines and policies to assist managers and/or supervisors in developing position descriptions and determine appropriate title, series, and pay band/grade level. Ability to identify and determine position and skill requirements to create crediting plans to use in applicant qualification process. Ability to provide advice, assistance, and interpret policy and regulations related to employee relations. Ability to provide advice, assistance, and perform tasks associated with benefits’ program administration. Ability to use automated fingerprint and security systems. Ability to prepare and deliver recommendations on suitability determinations Ability to analyze, develop, maintain, and present accurate reports and records, military style instructions, and documents. Ability to develop and effectively deliver oral presentations, briefings, and/or training. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Subject to satisfactory completion of background investigation to include National Agency Check with Inquiries (NACI). Incumbent may be required to obtain and maintain a secret security clearance. This position is ad-hoc/situational telework eligible.
